Rubio issues chilling warning as Trump designates gangs trying to create ‘gang-controlled state’ in Haiti

The struggle for Haiti’s future just escalated dramatically.

The Trump administration has taken decisive action, designating powerful Haitian gangs as foreign terrorists, but the reasons behind the move paint a grim picture.

The Crisis Gripping Haiti

Haiti has been spiraling deeper into chaos, with rampant gang violence overwhelming the nation.

International bodies like the UN have repeatedly warned of a worsening humanitarian crisis as these armed groups tighten their grip.

Citizens face daily terror, displacement, and a breakdown of essential services.

The violence isn’t random; it’s a calculated campaign shaking the very foundations of the country.

Who Are the Designated Gangs?

On Friday, the Trump administration, through the State Department led by Secretary Marco Rubio, officially named two major players as Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs).

These aren’t just street criminals; they are organized networks aiming for control.

The first group, Viv Ansanm, emerged in September 2023. It’s a powerful coalition formed by Haiti’s two dominant gang factions, G-9 and G-Pép, uniting previously warring groups.

Viv Ansanm is blamed for coordinated, large-scale attacks on critical infrastructure.

They’ve targeted prisons, government buildings, and even the international airport in Port-au-Prince, contributing significantly to the instability that forced former Prime Minister Ariel Henry to resign.

The second group, Gran Grif, operates primarily in the Artibonite region, Haiti’s agricultural heartland.

The State Department links Gran Grif to a staggering 80% of civilian death reports in that area since 2022, highlighting their brutal control.

Tragically, Gran Grif was also implicated in a February 2025 attack that resulted in the death of a Kenyan officer serving with the multinational security support (MSS) mission.

The Figurehead Known as ‘Barbecue’

A key figure associated with the Viv Ansanm alliance is Jimmy Chérizier, infamously known as ‘Barbecue’.

Chérizier, a former police officer, reportedly played a crucial role in uniting rival gangs under the Viv Ansanm banner.

Their stated common goal? Opposing the Haitian government.

In past interviews, Chérizier has attempted to justify the gangs’ actions, deflecting blame onto Haiti’s political elite for creating conditions of lawlessness.

While acknowledging the violence, he has positioned the gangs as reacting to government failures.

Rubio Delivers a Stark Warning

Secretary of State Marco Rubio announced the designations with a firm declaration.

“The age of impunity for those supporting violence in Haiti is over,” Rubio stated emphatically.

He didn’t mince words about the gangs’ intentions or their brutality.

“These gangs have killed and continue attacking the people of Haiti, Haitian security forces and multinational security support (MSS) mission personnel and are committed to overthrowing the government of Haiti,” Rubio said.

Rubio outlined the terrifying endgame motivating these groups:

“Their ultimate goal is creating a gang-controlled state where illicit trafficking and other criminal activities operate freely and terrorize Haitian citizens.”

This wasn’t just rhetoric; it came with serious implications.

The Real Impact of the Terrorist Label

So, what does being labeled an FTO and SDGT actually mean for these gangs and anyone connected to them?

The designations trigger significant legal and financial consequences aimed at crippling their operations and support networks.

Crucially, any individuals or entities, including U.S. citizens or residents, found providing “material support” to Viv Ansanm or Gran Grif face severe penalties.

This could involve hefty criminal charges, the loss of immigration benefits, or even removal from the United States.

Financial institutions are required to block any assets linked to the designated groups.

Essentially, the U.S. is using its legal and financial power to isolate these gangs and cut off their lifelines.

“These designations play a critical role in our fight against these vicious groups and are an effective way to curtail support for their terrorist activities,” Rubio explained.

He issued a clear warning: engaging in transactions with these groups means exposure to U.S. sanctions and potential prosecution.

A Call for Stability

While taking this strong action, Rubio also commended the efforts of those on the ground fighting back.

“We commend the extraordinary bravery of the Haitian National Police and all international partners supporting the MSS mission for their ongoing efforts to establish stability and security in Haiti,” he said.

The Secretary of State concluded with an appeal to Haiti’s political leadership.

“We urge all of Haiti’s political leaders to prioritize the security of the Haitian people, find solutions to stop the violence and make progress toward the restoration of democracy through free and fair elections,” Rubio urged.

The Trump administration’s move signals a hardened stance against the chaos engulfing Haiti, aiming to empower security forces and pressure political actors towards restoring order.
